Foreword: I explain why it would be necessary for me to be a dictator in order to get any significant reforms or solution to the country’s problems: our political system has degenerated into a chaotic collection of special interest groups each of which is competing to reserve for itself a deck chair on the promenade deck of the Titanic, vetoing any reform that would damage its own position. Chapter 5: Crime and Punishment

In this chapter I describe how I would reform the criminal justice system by basing it on restitution and revenge rather than the concept of “reform” of the criminal. The municipality would be required to make restitution to the victim, and collect from the criminal, who would be confined at hard labor until he made reimbursement.
